Biography

Jay has owned a home in Ponte Vedra Beach since 1978 and moved down here permanently in 2000. He and his wife, Sue (who he met in high school), have two sons and six grandchildren, two of whom also live in Ponte Vedra Beach.

Jay attended West Virginia University on an athletic scholarship and received a Bachelor of Science Degree in Marketing. On the day of graduation, he was commissioned as a 2nd Lieutenant in the United States Army. After basic training, he spent 9 months in flight school and served as a combat FAC (Forward Air Control) pilot with the 184th Aviation Company flying out of Phu Loi, Vietnam in 1966 and 1967. While in Vietnam, he was awarded the Distinguished Flying Cross, the Bronze Star, 16 Air Medals and the Vietnamese Service Cross with Valor. He obtained the rank of Captain in two-an-a-half years and rotated out of Vietnam in July of 1967.

Jay then joined the Armstrong Cork Company and held several management positions in sales and marketing, credit and market research. He was then promoted to be Armstrong's first National Account Executive. At 33 years old, he joined the General Tire & Rubber Company to run a multi-million dollar operation in their Chemical/Plastics Division. Jay was recruited two years later to run a small $50 million NASDAQ company and, as Executive Vice President (responsible for all operations both national and international), over the next twenty-two years, took RPM International, Inc. to the New York Stock Exchange as a multi-billion dollar corporation.

In 1983, Jay received a Master of Business Administration Degree in Finance and Marketing from The Weatherford School of Management of Case Western Reserve University in Cleveland, Ohio.

Jay served as a Member of the Board of Directors of RPM International, Inc.

Served as a Member of the Board and Member of the Executive Committee of Fifth Third Bank of Northeast Ohio.

Served as a Member of the Board and Treasurer of the Ponte Vedra United Methodist Church.

Served as a Member of the Board and Treasurer of The Plantation of Ponte Vedra, Inc.

Jay brings a solid and proven business background to the management level of St. Johns County and has a proven business record of building a successful, major corporation. This level of business expertise is so badly needed in government today at all levels.

Jay has been the County Commissioner of District 4 since November of 2010 and was your Board Chairman in 2013 and was again elected Board Chairman for 2014.

  • Since 2011, unemployment in St. Johns County has gone from over 9% to a record low of 4.9%—the fifth lowest in the State of Florida.
  • We have achieved major expenditure cuts while maintaining county services.
  • St. Johns County has one of the lowest property tax rates in Florida.
  • St. Johns County is rated 5th in the nation as the best place to live and work by Money Magazine and CNN. What a quality of life!
  • Residential permits are the highest in Northeast Florida and are up over 50% from last year.

In short, we rank as one of the top counties in Florida in almost every category. As a county, we are doing very well right now! As a county, we're running like a very successful business!
