About CDBG-DR

The U.S. Department of Housing and Urban Development (HUD) allocated Community Development Block Grant Disaster Recovery (CDBG-DR) funds to the State of Florida Department of Economic Opportunity (DEO). This funding is being distributed in federally-declared disaster counties impacted by Hurricane Matthew including St. Johns County for activities authorized under Title I of the Housing and Community Development Act of 1974 (42 United States Code (U.S.C) 5301 et seq.) and described in the State of Florida CDBG-DR Action Plan. DEO has provided $89,632,120.00 in CDBG-DR funding to St. Johns County to implement programs in support of the County’s recovery from Hurricane Matthew. Allocations, waivers, and alternative requirements applicable to this funding are published in the Federal Register on August 7, 2017 at 82 FR 38812; January 18, 2017 at 82 FR 5591; and November 21, 2016 at 81 FR 83254. Recovery Programs

The County entered into a sub recipient agreement with DEO to administer the following recovery programs including:

  • Housing Program (as of 3/1/2023)
    • 156 Qualified Homes ($29.87 million)
      • 156 – Approved
      • 26 – Under construction
      • 130 – Completed
  • Affordable Housing Program
    • San Marcos Heights
      • 170 Hometown Lane, St Augustine, FL
      • Began construction May 2021. Construction complete. Awaiting Final Certificate of Occupancy. Bldg 1 -100% leased.  Bldg 2 – 100% leased.  Bldg 3 – 33% leased. Bldg 4 – 4% leased.
      • 132 units of affordable rental apartments
      • Leasing/Move in began October 2022

      • 1850 SR 207, St Augustine, FL
      • Began construction November 2021.  Installing curbing and sidewalks. Interior finishes beginning Bldg 1.  Exterior finishes on-going Bldg 2-4.

  • Infrastructure Program
    • Hastings Phase 1 – Drainage upgrade
      • Completed - $877.7 K
    • Hastings Phase 2 – Lift Station Upgrades
      • Completed - $927.4 K
    • Hastings Phase 3 – Water Treatment Plant Upgrades
      • Construction Start – November 2021. Startup and training on surge pump, filter, in-plant panel. Grade out site.  Scheduled completion March 2023 - $6.66 million
    • Armstrong Road Drainage – Improve drainage in Elkton area
      • Construction Start – April 2022. Construction 100% complete. Awaiting As-built drawings. Scheduled completion March 2023. - $1.38 million
    • Avenue D/Tart Rd Drainage – Improve drainage north St Augustine
      • Completed - $1.829 million
    • Big Sooey – Improve drainage Hastings Area
      • Construction Start – September 2022. Construction 85% complete. Scheduled completion May 2023. – $4.8 million
    • Cypress Road /St Augustine – Improve drainage West St Augustine
      • Completed - $2.177 million
    • S. Holmes Blvd – Improve drainage West St Augustine
      • The Lakes Culverts and Outfall.  Construction Start – January 2023. Outfall pipes 80% complete. Scheduled Completion – August 2023 - $918K.
      • Collier-Clark Culverts – Bid docs out March 6, 2023
      • Holmes Blvd. Culvert – CO pending. Need BOCC approval.
    • S. Orange St – Improve drainage West St Augustine
      • Completed - $939.6K
    • Oyster Creek/N. Rodriguez St Drainage – Improve drainage West St Augustine
      • Completed  - $1.052 million
