ARPA American Rescue Plan Act Workshop

St. Johns County is hosting an American Rescue Plan Act (ARPA) workshop to allow an opportunity for the public to provide feedback on how the federal funds should be utilized. During the workshop, County staff will provide an overview of ARPA and solicit input to help prioritize impacted areas. All feedback collected at the workshop and through our online survey will be aggregated and analyzed before the County considers more funding allocations. Workshop will take place on Tuesday, Feb. 22 at 9 a.m. at the Health and Human Services Building, Muscovy Conference Room, 200 San Sebastian View, St. Augustine, FL 32084. Please note no action will be taken during the workshop. If you cannot attend the workshop, St. Johns County has established an online survey to garner additional community input.


How much is included in the American Rescue Plan Act?
Approximately $1.9 trillion, of that, the state of Florida received approximately $195 billion.

How much funding is St. Johns County receiving from ARPA?
St. Johns County is estimated to receive $51.3 million.

What determines how much funding a county receives?
Funding is allocated based on the county's population.

What's the deadline to spend ARPA funds?
December 31, 2026.

What does the act include?
This act includes direct relief to states, counties, cities, and towns as well as public utilities, libraries, and transit agencies.

How can local governments spend the money?
Funds can be used by local governments to respond to the public health emergency caused by COVID-19, replacement of public sector revenue loss, water and sewer infrastructure, equity-focused services, address negative economic impacts, provide premium pay for first responders, and broadband infrastructure.

Are there any restrictions on the funding?
Funding cannot be used to make any pension fund payments, to pay any debts.
