St Johns County 2019-2021 Federal Transit Administration DBE Goal: 1.2% – This goal represents the percentage of work to be accomplished by DBE prime contractors, subcontractors, consultants, vendors, and material suppliers for professional services, construction, and procurement contracts on federal-aid transit projects and grants. Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving Federal financial assistance. Title VI provides that "no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance." (42 U.S.C. Section 2000d). The Environmental Justice component of Title VI guarantees fair treatment for all people and provides for St Johns County to identify and address, as appropriate, disproportionately high and adverse effects of its programs, policies, and activities on minority and low-income populations, such as undertaking reasonable steps to ensure that Limited English Proficiency (LEP) persons have meaningful access to the programs, services, and information the County provides. St. Johns County's Transportation Disadvantaged Enterprise (DBE) Goal for Fiscal Years 2016 through 2018. Because St. Johns County is the recipient of Federal Transit Administration (FTA) public transportation funding it must establish a 3 year Disadvantaged Business Enterprise (DBE) Goal. The DBE goal document establishes that goal and demonstrates the methodology used in establishing that goal. Comprehensive Operations Analysis of the Sunshine Bus Company –  The Center of Urban Transportation Research (CUTR) conducted a Comprehensive Operations Analysis of the Sunshine Bus system to identify comprehensive improvements that could be made over a five year implementation period. 2012–2021 Transit Development Plan

The St Johns County 2012-2021 Transit Development Plan (TDP), adopted in August 2011, is the strategic guide for public transportation in St Johns County for a ten-year period. The Florida Department of Transportation requires public transit providers that receive state funding to develop and adopt a TDP consistent with Chapter 14-73.001 of the Florida Administrative Code, and section 341.071 of the Florida Statutes. A major update to the TDP is conducted every five years, and an Annual Progress Report is done in the years following the major update. 2016 Transit Development Plan Major Update

St. Johns County, in cooperation with its contractor, the St. Johns County Council on Aging, Inc. has completed its ten-year Transit Development Plan (TDP) major update. This major update will cover years 2017 through 2026. Each transit agency in Florida that receives state transit block grant funding is required to prepare a TDP to ensure that the provision of public transportation service is consistent with the travel needs and mobility goals of the local communities served by the transit system. By establishing a strategic focus and mission, the TDP can guide the transit system’s future development to meet the needs of the community. This major update to the TDP includes recommendations for service changes, potential funding sources, and a ten year implementation program.

Bus Stop Shelter Installations

In April 2013, St. Johns County installed new bus shelters for riders of the fixed route system, known as the Sunshine Bus, operated by the St Johns County Council on AgingBus Shelter Locations.
